I've seen them turned on. It shows the view of the side of the railway and show the commuters. They prolly show the driver (since he doesn't have rear view mirrors) if there are still people going in or out of the train before they close the doors. Especially during rush hours. That's why sometimes it takes them a bit longer in keeping the doors open than usual to make sure the people get off from the train to their stop. ^_^ They're prolly not working anymore, if they're turned off.
